A private tiktok alternative would simply not be a tiktok alternative. The core feature of tiktok is the aggregation of all its users watching behaviour to optimize the next best video to show its users next.

Pixelfed is one of the alternatives to Tiktok which is Open Source, allows federation via ActivityPub and can be self hosted. You can only upload mp4 videos right now, they don’t really say which formats work well and which don’t, though.
