Easy. Join a server like Libera Chat and if you wanted to create a room called randoom you would type in “/join randoom”, without quotes of course. And if the channel name isn’t taken, then that’s it! If not, you need to try again by using a different room name.
I’d add that to permanently hold a channel, you should message ChanServ to register it properly.

Be identified.
You must be registered and logged in to services to make channels. You can log in by doing/msg NickServ IDENTIFY YourNickname YourPasswordJoining the channel.
The next step of creating a channel is to/joinit.Pick a channel name without spaces and add the appropriate number of #’s to the beginning, according to our namespaces policy. Eg,
/joinif it is for an official project channel or a community channel about a project, or/joinfor an informal channel.Check that it is available.
You can check that a channel is registered or not with/msg ChanServ info #wanted-channel-nameIf it is not registered ChanServ will tell you, otherwise it will show you the public information for the existing channel.

Why would you want to bother creating a room on outmoded, antiquated and obsolete IRC? Haven’t you heard of Discord?
You’re being heavily downvoted because this instance is “a community of free software and privacy enthusiasts” as the title on the front page suggests, and this in particular is the !opensource@lemmy.ml community. Discord is the complete antithesis of this, as it is a proprietary application locked to a centralized server that also spies on its users.

That being said, there are modern alternatives to IRC, such as Matrix, XMPP, Zulip, Mattermost, or RocketChat. However, I think IRC is fairly good at what it does.
Why would you want to bother creating a room on closed, proprietary and non-federated Discord? Haven’t you heard of Matrix?
