I have tried tagging users using @, for example @clag and/or @u/clag and also communities with ! for example !pagan but I am not seeing the tag work or link. Forgive my ignorance but what am I doing wrong?

Are you talking about the Lemme app on the Play Store? That’s not an official app so it may not work 100% of the time. However, I think your issue is that you need to treat it like a link in Markdown. It’s a bit more seamless on the actual webpage.
For example:
