I wouldn’t read into it too much. Stranger Things was just released on Friday, so Netflix is probably doing an ad blitz. Perhaps you have other demographic data that suggests that you might like it?

Idk where you even see those ads, I run with lineageOS+microg, firefox+ublock origin and SearX and I literally don’t even see ads anywhere.
No, they aren’t ads. They’re more like recommended stories. But still personalized.
