No it’s a concentrated beam. You still use toilet paper (or your hand), but the bidet makes the process quicker and more pleasant. I personally would not trust a toilet paper-only butt to be clean.
Mine sprays a concentrated beam right on the ol poop chute. Of you spraying all over cheeks you either had a really rough go and need the cleaning or doing it a little excessive. Then like a few squares to pat dry.

You use the paper to dry off. If you got poop on your hands, would you just use toiler paper to wipe them off or use water to clean them?
I think just paper without first washing is pretty unclean, so its probably just a better alternative.
