People post links and then there are comments for discussion. The links are organized by these topic “communities” you can subscribe to. You can vote up and down on links and comments so the good stuff floats to the top. (Sometimes instead of a link people post a picture or a chunk of text, but it works the same way)
Place with communities to discuss links and pictures. And vote on them.
That’s the simplest way I can think of.
I’d just say it’s a content aggregator site with a focus on communities.
