Depending on how much the photo means to you,I would try to commission a restoration artist who specializes in touching up digitally.
Stable diffusion might be an option, I am using it to restore some old photos but there is quite the friggin learning curve

If you have Photoshop, it has some AI powered filters that are pretty amazing. One is specifically made to do what you are asking about.
Photoshop would probably be easier if you have it (or are willing to pay for it), but I think it may also be possible to do with tools like Krita and some of the generative AI plugins people have made for it – e.g. https://github.com/Acly/krita-ai-diffusion
I haven’t messed with it personally, but it’s on my list of fun looking AI things to try out eventually if/when I finally get a better GPU.

Check out the Topaz line of products. You’ll have to pay (I think there’s a trial though), but it does pretty amazing work
I tried them out for the business, eventually barely decided not to go for it because it couldn’t do anything I couldn’t do myself, but I have to admit it’s one of the few rare instances out of everything that I tried that I would actually spend money on. It’s not revolutionary or game-changing compared to other tools (such as stable diffusion) it’s just a really competent auto-photoshop.
Exactly. If I knew photoshop I wouldn’t have as easily purchased it. The upscaling is pretty much the only thing photoshop can’t do as well, but there are plugins that will get it pretty close. But for my skill level? Pretty happy with it.

Photoshop neural filters might help out there. There are quite a few options in that set.
It should be possible. Maybe you need to use a combination of some AI tools. First do a reconstruction , then do a recolor. And finally clean it up using photoshop or affinity.
I know it’s not what you’re looking for but there are professional restorers who can do this. I do understand wanting to be able to get it done yourself, though.
This is honestly a pretty good use for AI that I didn’t think about.
