This map is very outdated, from before most ICBMs were put in submarines and other mobile structures.
To get a better reference, look at Russia’s strategy in Ukraine to see what their real targets would be in the event of nuclear warfare. Be aware of the locations of military bases, airports, weapons/ammo stockpiles, and military supply centers in your region.
I mean glassing cities is a Cold War strategy when city size target was the smallest ones that could be hit with ICBM, not to mention it was always a projection from USA who naturally project their genocidal carpet bombings on everyone else.

The first place I would bomb is 420 Taylor Street, San Francisco, California, then the Silicon Valley, and only then I would focus on military equipment, airports, etc.
