The answer is that a single foreign base being too close almost ended the world.
A single country being socialist anywhere in the Americas is considered an existential threat by the USA. If there were military bases nearby, the US would plunge the world into nuclear Armageddon, no doubt.
Literally, every single time an socialist country was born in the world, the US kick dropped them imediatly.

Also note that every single of those countries are only hostile to US because every one of them has been victim of decades long economical, military, political and propaganda aggression. In case of Russia and China it’s over a century by now.

Blowback season 2 does a great job going over the Cuban missile crisis. It was pretty much entirely the US’ fault.
