Not nearly smart or well read enough to draft anything, but I would tie the total income of politicians (both from public funds and private) to minimum wage. Anything over a threshold gets appropriated by a third party and reinvested into education, medicine, and public works. That way if they want to earn more, they have to raise the minimum wage and keep things stable, else they get voted out.

I’d also try and limit the population of private schools progressively, while at the same time raising public teacher’s wages and benefits and raising the bar for them to become and stay as a teacher. I’d probably try and get a group of finnish teachers to oversee this transition. Probably would try and do the same with private hospitals.

I’d abolish the military police progressively and institute a rehabilitation body for the poorest and most violent neighborhoods. Probably would try to get portuguese health professionals to oversee this.
