Way before that. It’s been legal since the start of countries/empires as a concept.
I’m talking about the history of the United States in particular.
Then it’s been legal since the Europeans set foot on the soil of what’s now the US. Let’s not kid ourselves in thinking the American revolution was about anti-tyranny. It was just about some other people wanting to be the tyrants in place of the then current tyrants.
