For a programming project, I need some example mp3 files for test cases. Does anyone know of any places where I can download true CC0 mp3 files?

Checking out the internet archive at archive.org would be your best bet. open.audio might also be useful, but it’ll be a lot harder to look.

What is libre culture?

Libre culture is all about empowering people. While the general philosophy stems greatly from the free software movement, libre culture is much broader and encompasses other aspects of culture such as music, movies, food, technology, etc.
