It seems the video was released eight months ago, and most likely filmed much earlier so it could probably be assumed that Covid was and still is a concern. The people we see are probably just being extra cautious, especially on public transport. That doesn’t feel like to much of a stretch as its already very common for people in Asian countries to wear masks in public for a variety or reasons.
They probably took them off in the apartment as I assume the host and bus driver were tested prior to filming, and they’re just making production easier.

…especially concerning is how much everyone is smiling and how unrealistically optimistic their people seem to be, with their propaganda painting a picture of them as being one of the happiest, most rapidly advancing nations on earth…

Any semblance of actual contentedness and optimism from a nation’s population must be due to extensive brainwashing and heavily doctored footage. New DPRK presenting positive examples of their modernization must only be because the people featured on the channel 1. are brainwashed, 2. are being paid to, or 3. are being forced to at gunpoint.
The fact that these people and their government are, ahem, Eastern and ruled by evil communists is of course a factor in the western lib’s thinking. The fact that westerners are starting to despise their governments en masse and are continuously, methodically exposed to exactly zero representations of the things humanity can achieve because the bourgeois dictatorship can’t provide them one is not. Therefore, any actually hopeful news coming out of Cuba, China, or the DPRK must be dismissed as state-sponsored propaganda obfuscating the truly miserable nature of their people.
