They did the same thing in WWII, the Soviets would find which portions of the Axis lines were manned by Italians or Romanians and concentrate their attack there.
Keeping a relatively high percentage of troops in reserve so they could be redeployed to exploit weak points was a core part of soviet doctrine. When all you have to do to identify a weak point is look at their flag it makes things a lot easier.
