          It can be an effective tactic (not that I approve of it) if the people are already fairly close to revolting. If they aren’t interested, then the sanctions just go on indefinitely for decades (Cuba) to no real political effect.

      Yeah… criticize the US all you want, but the Taliban just spent the last 20 years ripping the Afghan economy to shreds. These funds pale in comparison to the massive damage that constant civil strife has caused.
