The absent countries (nearly the entire West) are not better. Basically they wanted to vote no but were embarrassed to.
Who would have thought that the country that is said to have directly inspired the rise of fascist ideology, and the country that had a civil war where Neo-Nazis won would vote “No” on fighting against Nazis.

Euromaidan and its aftermath is a massive topic, but basically NATO gave a shitload of money to the most reactionary groups in Ukraine, who eventually ousted the pro-russian leader Yanukovych and took power. Ever since then, Ukraine has been a bastion of homophobia, right-wing terrorism, and neo-nazism.
