I don’t know what individual state legislation can accomplish against behemoths like apple. Apple also uses a lot of extremely rare and specialized things like screw-heads to make their devices as difficult as possible to repair for DIYers. Still it would be nice to have legal protection for DIYers and repair shops.
Unfortunately, I think it would take a massive market like the US, EU or China banning intentionally hard to repair tech to get big companies to change. However, making it so repair shops can’t get sued for daring to make devices useful for longer is doable at smaller jurisdictions and can still go a long way.

Also… Apple is like, the most expensive company in the world. Too much money involved for anything to happen.
