“Heavy lifting” means something is doing a lot of work. In this case, the quotation marks make the sentence truthful only because the court did refer to the witness as an expert.
For example, the quotes in
Einstein remembered as “genius”
aren’t doing much - the sentence would stand without quotes as generally accepted fact. In contrast, the quotes inTrump called “stable genius”
are doing a lot of work, because most people wouldn’t agree with the statement.
