Service workers regularly have to deal with mentally ill people all the time, and they are usually able to do so while de-escalating the situation.
Why is a McDonald’s cashier better at de-esclating than a cop? Because they get fired if they don’t.
Also if this type of thing is regularly happening in your society, that should be a sign that something is seriously wrong.
