That’s a good take on it, the whole report can be see as an eulogy to the grand vision of Western global dominance. It is a direct acknowledgement that a new global order is replacing the liberal order. It also discusses the fact that the unravelling of the current order is being catalyzed by both external and internal factors. Ultimately, either the EU adopts a realist foreign policy and build its own strength or it will be destroyed. I personally expect it will be the latter.
Oh yeah it’s going to be sacrificed like a playing card for the sake of the US and propping it up. In large part it already has been with Ukraine. After that it turns very nakedly reactionary as we already see with Italy, with AFD in Germany, etc. Really Trump is part of an acknowledgment that there’s no reason for the civility mask so seems things go that way. Liberals once again choosing fascism as preferable to socialism but also to quietly ceding hegemony and trying to integrate peacefully into a multipolar world.
Yeah, the US kneecapped the EU economically already and is now actively plundering their remaining industry. Completely agree that this is going to get even more blatant under Trump.

The Europeans (at least in the Schengen/EU area) that think they have the ability to stand up to the US is so cute… sweaty, your power comes from the US. Just like with the Iraq War, you’re allowed to kick up dust and go into empty platitudes but you aren’t allowed to actually change anything.
