The areas that aren’t owned by the rich will be left baren wastes unless the government supplies funding. Just look at all the various flooded towns in the south that have just been abandoned. Capitalism does not have the capacity to rebuild after a massive natural disaster. The rich MAY rebuild but many of them will just move. That is IF they even use that property as their main home and not just one of many properties.

Not to mention, they may rebuild some personal properties but nothing will be done for the local environments.
