So consider: Russian citizens getting droned and shelled and shot are, by and large, proles. The people making decisions in Paris, London, Berlin - are not. And the people making decisions in Moscow, St Petersburg etc are quite likely to own businesses, real estate, have families in those European cities. Perhaps even double citizenship - there’s been some stats regarding Duma members with double citizenship.
