I think there’s a point where that stuff is a distinction without a difference, whether something is a sub-organization of an existing thing or it’s own separate thing. The fact that there are 18 is pointless by itself. Just have one! But it is what it is, you can’t just reorganize and consolidate and move things around constantly because then no work can get done.

Intelligence assets are still individuals with individual beliefs and desires and can be more or less competent than others. They aren’t a hive mind, if they were they’d probably be a lot more effective
I can’t decide whether it would be funnier for her to get confirmed or not. Either way, some group of extremely annoying people is going to be crying about it, so it’s kind of a win-win.
