The US and EU, meanwhile, have been focusing on corruption, democracy, the environment, human rights and the risks of doing business with China. The EU’s Global Gateway initiative, envisioned as a response to the BRI, has pledged just $3.5bn to Latin America.

All that was written without a hint of irony. 🤣
What they meant:
Increasing corruption, democracy of being couped by them, closing down nuclear plants and throwing chemicals into rivers from derailed trains, human rights abuses and warmongering with China.
When you unpack what they say what it really comes down to is western companies controlling the economy of the country. That’s what the west wants every time.
European leaders are meanwhile trying to remedy nearly a decade of neglect by convening a summit with Latin American presidents in July. But one EU diplomat admits: “If we fail, there may not be another summit. It’s a last chance to relaunch the relationship.”
You think so?
It’s really not clear what Europe has to offer Latin America, especially compared to China.
The reality is that by capitalism’s own constraints, they materially cannot offer anything because of how inefficient it is in comparison. Plus they have a duality where they want to both invest to improve relationships (just to counter China’s influence, not that they care) and also exploit and extract our resources, which are plans that oppose each other.
