There are lots of examples of U.S. officials explicitly withholding “aid” (which is of course a topic worthy of millions of words in itself) from countries because they did not align with them on votes just like this one.

Honestly not entirely sure, its a good assumption that only the US/maybe some other western nations do it, but its still an assumption
