What he means by this is he created the first “official” state form of them. The Russian empire suppressed the cultures so they never made their own state.
Also no offense, but as much as I hate the state of Ukraine, these types of posts make me feel weird. Like I hate Ukraine, but I love the Ukrainian Soviet Socialist Republic. Saying Ukrainian culture isn’t real seems really fashy to me.
