That’s literally required for the government to function. The framing of it as going to “hamas” is sleight of hand. It’s not going to hamas the political party, or the fighting organization. It’s going to the Gazan civil government. Israel has a legal obligation to provide civil services to those it occupies. It didn’t do that, it just allowed foreign aid to enter to cover that for them
