I wonder how often the ‘dissent channel’ actually leads to a change in policy. I’m guessing the times it achieved something wholesome can be counted on one hand.

I guess I have a better understanding of the utility of State Dept jobs to the US empire than many of the people that actually work there.

Seems to me that this is a fake memo they put out to either test the waters of public reception/ put up this secret good guy cop facade. Maybe both.
