Again, given that covid is running rampant in the west, and there is no indication that Chinese strains are any worse this is very clearly not based on public health concerns. If public health was the primary concern then it would be UK and US travellers that EU would be worried about the most given that’s where the most concerning strains are coming from right now.

And if EU was requiring tests for people travelling from US/UK then that would be applying rules consistently. But that’s clearly not the case right now. Also, we have no idea what percentage of people on any given flight in EU have covid since as far as I’m aware there’s not testing happening. Sating that 50% of people on a flight from China tested positive without knowing what percentage of people on a typical flight in Europe is infected is not very informative. Furthermore, there really aren’t any reliable stats from US either last I checked. US stopped publishing daily case statistics a while back. However, both hospitalizations and ICU admissions are rising sharply.

Additionally, the link in the op literally explains that XBB15 could be the worst variant to date. But we don’t know. Because the US and the UK stopped caring about accurate data months or even years ago.

China has more than 3x the population of US, and US is doing very little testing right now. Total cases are vastly underestimated since most people aren’t actually getting tested right now. And I’ll repeat this once again, so far the most dangerous variants we know about come from US and UK.
