Sorry dude (and thanks for wasting your time reply to my post) but these seems just basic customization to me. I don’t know if you suggested MATE for the HUD mode or other particular function but “plasma-netbook” was a godsend interface with full-screen launching and searching capabilities (“Search and Launch” mode video here).
The Mate desktop (Gnome2 based) has a similar Netbook interface mode.

You need to use the Mate Tweak tool. It comes installed by default with Ubuntu Mate. Just boot a live-iso. This tutorial explains the various options: https://linuxhint.com/customize-ubuntu-mate-desktop-tweak-tool/
