    Here is the actual difference:

    • KDE neon is Ubuntu LTS, but with latest KDE packages
    • Kubuntu is latest Ubuntu, but with outdated KDE packages

      The title stands true then. One is Ubuntu with KDE, the other is KDE with Ubuntu.
