Scotland became part of the UK because a bunch of aristocrats wanted the same power england had. The average peasant scot had no say really in the matter.
When someone says a country took an action, they mean the government or the powerful. When you say America commits war crimes it isn’t implying that every US citizen has personally done a war crime
