This is an “unacceptably high” level even according to the propagandists at NYT.
“The munitions sent to Kiev may fly further than earlier versions, but they contain the same projectiles, which have an unacceptably high failure rate, according to the Pentagon,” the investigation found.
It should be noted that many NATO countries have called the supply of cluster munitions to Kiev unacceptable and that both civilians and the AFU fighters themselves will suffer from their use.

I think we can safely say that any pretense of US actually caring about the people living in Ukraine is gone now.
