Very unclear. The city says the water is on, which means the main inside the complex is the issue, so it’s the property manager who is responsible for getting it fixed ASAP, though usually the city would facilitate and assist in that matter.

It seems that the city of Toronto doesn’t really care for the east, North or West, only the core.
