I’ve done a bit of work with NK related charities and live in 대한민구 so I can help correct any mis-misconceptions people might have (although a lot will probably be opinion based).

Canadians are allowed in, but the Canadian government is explicitly against their citizens going since Canada has no political ties to North Korea. At first glance it might seem like you can ignore that warning, but none of the public tour agencies will take Canadians either. You have to get in via the Korean Friendship Association or something similar.
