Yes. While their starting leader is Wang Jingwei (who, yes, was a fascist Japanese collaborator in real life), if you take certain focuses that centralize the government, you can eventually do a focus which results in Dai Li couping the government and installing a Totalist government.

it’s a liberal’s idea of what totalitarianism is… “socialism for the state”, Orwellian type beat that has never existed nor will likely ever exist, at least on Earth. Mosley is as much a totalist as Mussolini who is as much a totalist as Beria. It’s silliness ofc.

On the flip side, there is lore related to totalist infighting or sectionalism with some “totalists” really just being properly internationalist Marxist-Leninists who were lumped under the banner ostensibly for gameplay purposes and who in-lore dislike Mussolini, Mosley etc. And in fairness… even if it’s represented in a silly way using actual communists and fascists to represent it, it’s not necessarily outside of the realm of possibility for an ideology of its flavor to have gained some popularity I guess, with ideological trends like blanquism, socialism-from-above and Sorelian violence fetishism having had some measure of historical popularity.
