They say “small scale miners” but as far asa I can tell, Ghanians have been mining gold for thousands of years (Akan et al). Is there a change in ownership model at the small scale level (shifting to community owned mining versus individual-owned ones?)

Yes, and I suppose there is the difference… ours is mostly large scale mining operations…
