The U.S. government was largely responsible for provoking the invasion of Kuwait in the first place, and the Iraqi ruling class opted to invade Kuwait as compensation for the losses incurred from the Iran–Iraq war (which the U.S. ruling class also encouraged). The invasion of Iraq wasn’t so much about ‘taking over’ the country as it was disempowering it.
