Not sure why exactly but it is pretty clear that he never wanted to remain in Hong Kong indefinitely. The plan was to go to Cuba via Russia but for reasons he ended up having to stay in Russia. I can’t imagine the HK administration accepting him as an a refugee permanently. The US was fiending for his blood real bad.
I think it’s unlikely they would. They avoid diplomatic conflicts.
