As RobotHack said on the crossposted thread, plaintext is most traditional README format. Markdown is fairly typical nowadays, but if you like writing using the man macro set, go for it! I find it to be a joy. Any BSD, Linux, or Plan9 system will be able to display the formatting properly. Heck, even FreeDOS has a version of nroff available.
