Kazakhstan is a founding member of the Shanghai Cooperation Organization, of which it is still a member. And these countries were conspicuously absent or silent during reactions to the invasion of Ukraine. Additionally trade with Russia has been increasing yearly, with Kazakhstan being pretty heavily involved in Gazprom.

Compare with Russian propaganda, notice the emphasis on different statements to change the narrative. These countries are economically and militarily tied to Russia. They are not going to break that over moralistic ideals but over their treasury accounts. Playing both sides of this situation is good for business. Inviting regime change from NATO would negatively impact their economies and make them dependent on much more distant resources. Europe is already learning the hard way with American gas.
