If you want to recreate this, it’s simply GNOME with the Dash to Panel and Arc Menu extensions. I tweaked the icon sizes and item placement in Dash To Panel to make it look more like KDE’s taskbar and to add some functionality.

I’m actually thinking of switching to GNOME because I really like Fedora and unfortunately the KDE version isn’t as good as their flagship GNOME version, so this is a dry run with the changes I plan on making before I switch my daily driver to it.
