He was probably using data roaming. I was there recently and us carriers ping you back to the US when you use data roaming. Makes using alipay and weixin annoying bc your data has to ping across the ocean a couple times.
Also wifi in western hotel brand usually have a VPN built in

I was in Shenzhen last year and Google didn’t work.
Yeah another user pointed out that roaming plans allow for it automatically, I think that must have been the case
