How is striking civilians in a country you haven’t even formally declared war on NOT a war crime? I guess it’s arguably terrorism instead?
It is a war crime compounded on other war crimes. Perhaps the author is concerned about lawsuits.
The Intercept is one of these billionaire vanity publications, I’m sure they have plenty of staff lawyers.
