What does “uncontrolled chemicals” mean in this context? Is that like “uncontrolled drugs”, meaning drugs that can be bought and sold freely?

I think it means that they’re no longer stored inside any form of container and they’re just lying about wherever they spilled, leaching into the ground/vaporizing into the air
