I think they said using reusable cups would increase the cost by 1-2 million. The cost would be related to cup price, logistics, extra staff etc…
If the fine is around the same amount it’s just the cost of doing business but with less hassle w.r.t. logistics and extra staff.
Make it hurt their wallet. This was a deliberate choice, not an oopsie.

The cups aren’t being sold (or at least that’s not the intention). The cups have a deposit on them.
Reusable cups are usually a bit thicker and higher-quality than cups intended for single use. And depending on what type of cup you replace with what other type of cup, you may need a lot of refills to compensate:
It’s been a while since I bought anything “to go”, are reusable containers actually a thing nowadays or is this law just ignored by everyone?
Where I am in Germany it’s coming with a couple of different container providers. Including Burger King for one.
While this is apparently part of the implementation of the EU SUP directive, this particular law is Belgium-specific. (EU directives need to implemented in local law in a specific time frame, but the timing of specific measures varies across all nations of the EU.)
For germany i can say, that nobody gives a shit.
