When my cursor is right below a pasted image and I press enter, the image moves down with the cursor. How do I permanently stop this?

If you show non-printing characters, you should be able to see the anchor for the image. You can find a place to put it where when you press enter, it won’t affect it.
i want to disable the feature entirely
You can tell the image not to flow with the text by setting it to anchor to the page instead of the paragraph.
I am not sure you can set this as the default for all images, but you can set it right after pasting each one.
