I don’t think it is stating that “every single elf etc watches this tv only.”

I think this is arguing that the real issue is the TV monopoly in Middle Earth is only ever churning out shows based on pandering and focus testing, always playing it as safe as possible and the built in audiences have to just either tolerate it or not watch tv at all.
