I guess the article linked to says it is (I read a different article about this earlier to be fair), although I also think that’s a guess by police that it’s a woman if that photo is all they have to go on.

It was, as that article says, unveiled without ceremony. They knew people wouldn’t approve of it. I guess they hoped they wouldn’t notice it either.
