Likely with police. Up in Seattle the cops just straight up tear down the tents and throw away all of the people’s stuff.

I really don’t see how they enforce it. They’d need a crew of cops going tent to tent and sleeping bag to sleeping bag going “Pack it up! We don’t care where you go, but you can’t stay here!” Every day. Starting at 8 AM.

Portland doesn’t have the personnel to enforce it, and if they did, the most hardened campers would just set up on the city boundaries, bringing all their crime and garbage with them.
